I'm sure a .4AP ratio will pull Illaoi out of D tier

You could have taken this opportunity to improve Illaoi's beyond awful cast times (having nearly 3x the animation recovery from her hook than other hook champions despite having the worst one), give her some means to be able to fight either ranged or mobile champions since she can't do either, reducing the absurd number of conditions that have to be met before she gets to be remotely threatening to anyone who isn't a narcoleptic, or even trade some of her damage for actually being a zone champion that has the means to keep you IN the zone. So why give her a horrible AP ratio that she can't justify using anyway because it means no damage and wasted gold?

This is ridiculous.
