I don't think champs under 3000 ip should be playalbe in ranked games.

I feel ranked games should be skill based not who is the most broken, but hell its going to be that way always. But i don't to see a champ that you get at the very being of the game in ranked. Those champs are meant to help learn the game, and that all they need to be. I think rules like that will help this broke team wins bull-cocky... a little.
