Shields need to have diminishing effects on the same target Just like Heal.

There is way too much shielding in this game, You think ADCs are a problem? Hm i wonder why maybe because they dont die. You think Tanks are a problem? Hm maybe because they really have 4.7k health instead of 4.2k and they gain it every 4s from that Janna hanging there.

There needs to be SOME item or some diminishing effects for shields. This is bullshit now.
