So rn I am level 7(pretty trash) and am at most getting 10 kills per game. Can you guys recommend any top or mid champions that can double the amount of kills I get per game??? I would love if the champ can engage with lots of damage and also has a decent escape(but not worried about that too much) and please don't suggest Garen. I also don't mind if the champion will take time to master.

You're still learning how to play, for the most part there are no "good" champions. They're all balanced, everything can be played around to turn a losing matchup into a victory. Those OP meta picks only really matter when champions are played at the peak of their potential, which is in really high elo play. For now, just find a champion you like.
You're not going to consistently get 20 kills per game on any champion, no matter how skilled you are with it. There are some champions where it's more likely that you'll be able to get 20 kills some of the time (like once every 20 games), but none where it's anywhere near common.
You can check out http://champion.gg/statistics to get a basic idea of how many kills champions in different roles will get. Note that the highest top laner is only averaging about 8 kills per game, and the highest mid laner is getting about 9.5.
Talon seems to be high in both roles, and he also has the benefit of being able to escape after getting kills if there's nearby terrain, which is not super common for assassins.
But as Chroma Spell said, focusing on finding a champion you like is most important. If you're willing to spend real life money to purchase a lot of champions, it's not such an issue. But most people get a limited amount of IP. So you should try out all the champions that are available for free each week, and hopefully one will click with you :)
I have sub 30 account and I frequently get lots of kills playing Irelia mid and top. She has every thing you asked for, engage, damage and escape if there are minions near and you have some CDR and points in Q.

Irelia is the perfect champion for stomping sup 30s. It doesn't matter what happens in that game, she can carry it. A recent game I played on that account, my bot lane fed the enemy Teemo a ridiculous amount of kills and I was something like 0-2 and still managed to carry the game hard. Racking up something like 32 kills and that account is at level 17. Imagine how stompy she could be at level 7 where players are even newer to the game.
