FF vote needs an overhaul

Namely game hostage. I was put in a game with two duos, one of the duo went 0-4 ragequit. The other pair of duos refused to FF claiming "we won't FF because your duo afk on us. We're going to hold you in the game". They knew we were going to lose. They just refused to FF out of spite even when both of them were feeding.

Please make it so you don't need a full team - 1 vote to FF. If it's a 4v5 and two people don't want to play, there is almost no chance of the other two winning a 2v5. A 3/5 FF vote not going through is debatable, but a 2/4 vote should be allowed to go through. Keeping players hostage in a lost game breeds more toxicity. They carry on their annoyance to their next game and it imprints it in their mindset.

I try when it's a 3/5 vote, but when it's a 2/4 vote where the 2 no votes are just to spite us, I will be passive aggressive afk.
