Create separate Rank (5-1) for Toxic players?

Saw another post (could've been humorous, but upvoted anyway) on the most brilliant idea I've seen in awhile; Create a literal Elo Hell that ANY rank can drop into with too many reports afk's etc. Make it below Bronze so that even boosted or high elo toxic players have the fear of getting kicked off the ladder. Or It might even be possible to have different "hells" for each division of placement (Bronze Hell 1-5, Silver Hell 1-5) etc, so there isn't too much gap of skill when an account gets placed in its respective punishment elo. Finally the requirements for leaving the elo and returning to your normal division should be not only playing up the ladder but also going x number of games without reports and afk's queue dodging etc. It should be strict, with little to no leniency for you not changing whatever behaviour got you there (ie reset the amount of "time" you cant violate any of the rules that would normally just get you a warning), that way when someone of good skill can hard climb they wont necessarily leave elo hell until their "Division 1 probabtion" is up.

Ill further this by saying I've definitely deserved to be in this proposed "Elo Hell" at more than one point in my time of playing league of legends. I think that this wouldve encouraged me as a newer player not to be so mean and lose my cool like we are known to do. It would also really put consequences to games we all have mutually hated being apart of.
