Devourer idea: Burrower's Bounty

EDIT: borrow not burrow XD devourer problems discussed here. Devourer is a handful to balance around discusses how it's hard to balance and would just be over-complicating things to have to go in and surgically adjust how it specifically interacts with multiple champions.

So gave it some thought to find alternative. looking for way to remove its difficult balance aspect while keeping what i like about it and keep its essence (ghost strike). What i like about sated is if I keep getting AS slowed or have difficulty getting my autos off (kited etc), with devourer 2 autos can get almost 3 autos worth of effects off.

So tried to think of way to keep this. this is what i came up with:

New Active - Borrower's Bounty

This active allows to you release three auto attacks worth of on hit effects into one auto. But your next two autos will be devoid of on hit effect. (so your regular auto + borrows next two would-be-auto's on hit effects). This would be similar to hydra in that it will have low CDR on it maybe 5 seconds. and or whenever you payoff the borrowed autos.

Makes sense since attackspeed champs have few spells to hit/cast (are mostly focused on just auto attacking) and can afford to keep their finger on an item slot.. This would give them something to play with (less straightforward/boring to play as heavy champs).

Would come in handy when on bring of death and only have time for one auto etc. Or if as slowed, or cced too much.

As champs can't dump payload and need way to do this... This allows them to by compressing their DMG. Its not broken either per se since over long run technically you don't have any bonus DMG what so ever just flexibility. As to when to dump this DMG.

this would pair well with this idea: sheen to also proc like krug buff

edit: quick recap:

You don't have more dmg over the long run, but you can compact your damage with this item. which is often crucial as AS heavy champs when kited, or withered etc.
