Why Not Ban Shen?

I know he isn't very popular, but Shen can negate tons of kills with his Ult + W + E combo and give his team a kill as well. I've even negated an entire Zed ultimate from just one use of W. He has one of three taunts in the game, which he can utilize along with his other abilities to destroy an ADC's dreams. His ultimate shields scale with 135% of your AP, so building some AP on Shen along with his usual tank build can create shields of more than 600 HP!
