Teemo Blind bug or working as intentional?

After playing quite a few games as our lord and savior I have noticed that Draven is able to still hit me with his auto attacks as long as they are empowerd by his Q (aka if they are spinning) now conventional wisdom makes me think this is a bug or is it just a nuance like how Nasus Q goes through Jax dodge?
