draven mid

I met this specimen not long ago, draven on mid lane. I was vladimir, but it doesn't matter, what matters is that every spinning axe was dealing around 110 damage on hit, i needed 6 and draven made first blood lvl 1. I mean i know i had the option to farm under tower from safety, but still why this guy so op? I played very few customs with draven, just trying to understand him a bit more, and i know his spinning axes fall to a random location every time, and if draven catches it, he can spam his spinning axe for unlimited time, until he misses to catch it, wich leads to a cooldown on that skill. Now the problem is, that this Draven looked like he predicted every single location his spinning axe would land, he just moved in the direction before even his axe hit a minion or me, and the axe landed exactly where he moved, like he controlled where they landed. I reported him for cheating just to make sure, but i wanna ask pros here if that was real cheating or am i the noob, and if is there a way to beat his ass, besides baning him at the beginning?
