Suggestion for Gangplank nerf

As a champion who scales so incredibly into late game Gangplank also has a disproportionately strong laning phase because of how he can endlessly spam his Q on his opponent for free harass. This is very cancerous to play against as there is very little you can do about it and it discourages any kind of interaction with Gangplank in lane. I suggest that his Q should deal reduced damage to champions, but the same against barrels, minions and monsters so that he can use it as a farming tool to equal effectiveness, however if he wants to trade with his opponent he will need to actually interact with them through barrels and autoattacks rather than just mindlessly spamming Q for 10 minutes. This would increase his vulnerability in the laning phase so that there is a real risk to picking Gangplank as well as make the champion much healthier to play against.
