[Display] Boots of Lucidity Bug

The summoner spell Insight lowers the CD of summoners by 15%. However, if you buy Boots of Lucidity, it doesn't seem to change the cooldown. Except, it does, because if you buy Boots of Lucidity, and have Distortion with Insight, the CD of summoners spells is reduced further than other boots with Insight and Distortion. However, it doesn't show the lower CD of Teleport with just Lucidity and Insight. It's so weird. I can provide photos too if needed to compare and contrast different boots with Distortion.
