can EC at least have conditional grievous wounds?

morello requires the opponent be at 40% health or lower and it only lasts for 1.5 seconds

why does EC last for 5 second on auto attacks with no health threshold? that's not fair at all; with absolutely no requirement other than 'auto attack and their healing is shit for 5 seconds' sustain champs get tossed in the gutter. make it 1 or 1.5 seconds of grievous wounds since nobody who's going to want to buy it will have low attack speed, and a health requirement would be nice too, frankly

at the very least make it an active so you have to play smart with it
