Team Ranked number of Champions needed

I have a little question in terms of the Ranked Teams. I want to invite a player who doesn't have 16 champions yet. He can't start a solo queue game, because there stands "You need 16 champions to join this queue". But he is able to join a ranked team Lobby. is he able to play with us, or not?
