Can't Reconnect Even if My net is Clean? Really?

Ok so i have limited internet monthly 100 GB on 16 MB Speed, And if i used all my GB the speed it became 1 MB till the end of the month. So this month i used my all GB, And internet became 1 MB.. this could allow me to play without any second delay, But sure if someone ( like my brother ) used internet the game delayed. Lets say this happen, i told him to turn off the internet, He did in less than a minute, he plays Lol also and knows what lagg means, but even after my internet PING is 24, i still cant reconnect to the game, So actually Riot Closed Out any Reconnect for 1 MB Speed,? This didnt happen before the new season begin. And happened twice today, Thou my internet speed is 1 MB ATM for Couple of days. So actually its my fault that i used all my GB this month. But Why Riot want to punish Us? i got score 10/2/4 By Ekko my last game, and im the only one who are able to help the team out. The question is: Why cant i reconnect Even if my internet is CLEAN CLEAN YES ITS CLEAN because im 1 MB i cant reconnect? Why? For what reason? Poor Ppl Are not allowed To play? For what Logic? Explain to me, if i can play without any second delay? Why cant i reconnect to a game That ALL my Team Needs me? And Only because my bro Took my internet away for Only 30 Second. So i will make sure i wont lose my 100 GB limited this month, But look my match history All Today games played without any lagg. Yea 1 MB looks So Pathetic SH!T but i could play with It too much games becuz only me and my bro use the internet, And hes away most of day Time. So Again PLS. WHY cant i reconnect To the game if i got Only 20 sec And Less 1 DC? This never happened before New season start, Thanks so much for destroying my day.
