Can I get some input on homie Azir?

So I'm still a fairly new league player. Only Bronze 2 and I main mid. I really find azir an enjoyable champ because of all his utility, but I'm a bit afraid of using him in ranked. So when I play in normals I can either carry games hard with azir, or I end up feeding. Now that's not a problem, if all I need is some more practice. But what I keep hearing is how he is so over-nerfed that there is no point in learning him if you can't master him. If I get decent with azir is that good enough to use him to be effective in ranked? Inb4: you can carry out of bronze with any champ. Okay man I'm in bronze for a reason, I'm not good at the game.

But yeah, how viable of a champ is he? Lets say I learn him a good bit but not master him, is that good enough to succeed?
