Garen rework made him pure toxic

So lets take a before and after look at garen, Before: an early game monster who wins most trades, and if he doesn't he just hangs back so he can regen and magically make the lost trades into won trades, his ability to be an extremely annoying counter and denier early game is balanced out by his low damage late game and inability to stick to enemies. After: An early game monster, a mid game monster, and a late game monster. his ability to counter early forces lane opponents to back rather than being able to stay and farm while garen can get his farm on. his mid game is marked by people actively avoiding kills so as not to proc villan, it is marked by garen picking up deadmans plate and being unable to escape his spin. garen has a VERY strong mid game. and late game, do I need to say more then black cleaver and ult? seriously, he assassinates squishies and executes tanks, he has an amazing late game now because more then his ultimate actually does damage, he can fight on par with many other champions, except he can build black cleaver into full tank and still do as much damage most points in the game.

Conclusion: garen is VERY toxic to the enemy team, he counters a huge amount of champions, can harass and kill under tower very early, has next to no weaknesses short of playing vayne/gnar top, and even when denied by late game he only needs cleaver to deal damage so he is still good.

Solution: remove all his scalings, seems a bit extreme but it will make it so that his late game is balanced again, so that he actually needs to make a sacrifice for his stupid early power, and so that he cannot massacre entire teams that can not kill him because of how tanky he is.
