please for the love of gos!

Riot please make it so you cannot do ranked without having the champ you want to play be level 4 at the minimum. so tired of having people go first time champs in ranked because they dont care and there is no consequence or punishment no matter how much you report them. Making it so you had to level a champ will ensure players know their champs. also it will make it so they can counter and get countered more since they wont have all their champs to choose from. Which imo makes the game mroe fun. I have yet to hear anyone disagree with my idea. i know some will say "well what if this is my smurf account or what if i get countered?" play more champs? i didnt play last season went positive in my prelims and still got b5 and have been up to 3 and back to 4 now becuase of afkers and first time champ players. so im already fucked but there needs to be a way to weed out people doing ranked with champs they just unlocked and hadnt even read their abilities yet just watched faker play mid with the champ... please help this ranked system is fucked.
