Should Warrior get reworked?

Some champs aren't making building a jungling item because they just don't suit them or work well with them Although this isn't that bad I think its kinda odd not building them so should they be left alone or do something to help poor even some mains are slowly starting to skip building runic too

... do i even count mordekaiser?
