question about runes
if i buy runes tier 2 at level 20, will they automatically turn into tier 3 at level 30 or will i have to rebuy everything?

you would need to rebuy
Tier 2 runes are 1 ip and not that far off from tier 3. Unless you only play once a day for the IP bonus you won't have nearly enough IP for tier 3 runes at level 30, so having tier 2s will help fill out the rune page until you can afford tier 3s.
