Good Singed nerfs riot. Too bad it isnt april 1st.

I'm sorry but like, does Riot really think the problem with Singed is the first 2 ranks of his flip, and a bug that most people probably didn't even realize he had? When I saw Singed and then saw those excuses of "nerfs" I wanted to honestly pull my hair out realizing I still have to deal with a champion who kills you by running in circles.
