Fun champion, doesn't fit the meta AT ALL.
My proposition is to turn her into a jungler Q-stun instead of a blind, but make it like the size of Elise's E, so that it's not ridiculously op W-keep it E-Turn it into a two step, one throws you at target enemy, reactivating pushes you away from him/her R-keep it, let her fly over walls :3....only the ones in her jungle? :(...one wall?! :(..
No.... Quinn is perfect the way she is. People just don't know how to properly utilize her.

Quinn is fine as is. Her blind is her bread and butter.
She doesn't fit the meta which is why she is so OP. People don't know how to use her properly.
If you are trying to fit her into the meta, it's the reason you can't win with Quinn. She is not meant to be kiting in the back line during team fights, and she's not supposed to hard engage by diving into the enemy team with her ult. If you're doing either of those, it's wrong. You can't play her like an ADC.
