Could Overgrowth scale with the CS value of a unit?

I mean, the fact it triggers on Monsters means it's meant to be a choice for junglers - but it's kinda discriminatory at the moment toward people who can clear raptors. 1 stack every 2 camps, regardless of camp or jungler-type, seems fairer.
