Why does Teemo blind not work on Voli anymore?

I just remember that the other day I was really hating this enemy because he kept flipping me while blinded. Yet it counts q as blinded.

And Voli's Q is an enhanced AA that flips you. It isn't an actual ability and it used to work on his Q before. So did something happen on purpose or is this a bug?
