A bug on matchmaking system

I had him in my solo que in which d2d1 people are playing. I always search for other 4 people before I start ranked games and found out very weird player. I can be a bug on opgg, but the player was in plat and his mmr was like hellgate(mmr : 1821) with 10 games losing in a row. I wonder how the matchmaking system allows the person to be in such a high que. Opgg profile shows that he has won 8 games and lost 32 games, but his league profile(the page comes out when you click " league" button) shows that he has won 94 wins and lost 65 games, which is not bad. Still the que was obviously superhigh que for him. Interestingly, there was another player who plays with d1 challenger players as plat in his league. Can anyone explain how I can avoid this que or at least the reason why they can be in such a super high que
