Looking for an Udyr main

Looking for some tips on him, I find udyr to be extremely fun to play but I can't seem to do well with him. I don't know if its the builds I'm using or if he's just underpowered at the moment. Tried maxing out tiger and Phoenix and I'm not sure which is best at the moment. Someone help!

Also is it best to run through your abilities when 1v1ing or is it better to oscillate between two or three?
