There aren't any set numbers.

From Riot:

It’s based on the champion and role that you just played in a game. So, for example, we look at Annie mid differently to Annie support. We take a series of performance metrics and compare how you do to all other players in your region in your champion / position combination. It is percentile driven - so earning a high score means you performed in the top x% of players on that champ in that position. The grade itself governs the point gains.

Basically: to get an S as ADC Twitch you need to do something like end a game in the top ~5% of all ADC Twitch players.

Exact % seem to be hidden, seeing as LoL Wiki comments:

Performance uses a mix of core game metrics that Riot is confident cannot be abused through means such as AFK farming or spam warding. [7] Riot will not reveal the exact factors that determine grading to prevent players from attempting to game the system.

Because the system is hidden, it's quite possible there is a lot of pretty complex and messy math that goes into it, seeing as sleek and sexy, easy-to-read tooltip designs or explanations are not a concern whatsoever. Certainly more goes into it than just your KDA. Knowing Riot and the community, warding and vision-control might play a big factor. Looking at the pro-play stats announcers are going over, kill participation is also likely a pretty big deal. For countering exploits: kills you get where an ally got an assists are probably also worth more than solo-kills.

It depends on how many kills you get, deaths you get, towers you get, dragons you get, team fights. your position (top, bot, etc). your CS, alot of things.

Your numbers compared to the average for that champion. If you do better than the average twitch player, you'll get a higher grade. An S requires to do substantially better.
