Changes to red buff and blue buff

Basically the changes are

• Red buff duration increased from 90 seconds to 120 seconds *No longer applies on hit true damage *Blue buff duration increased from 90 seconds to 120 seconds. *No longer grants 15% increased ap.

Will the on hit junglers that are getting nerfed by the change of red buff be buffed since they are really in a weak position at the moment and the nerf just by removing the on hit damage for increased duration of red buff will heavily hurt their clear speed compared to before. Well, the blue buff change actually helps most junglers with its duration being increased ,but it doesn't increase your ap anymore. Since you get more mana for longer it will make clears easier, but the real question is will on hit junglers get any help with the current nerfs to their clear speed if they start red buff?
