how do i get champs? (this blue essence should be reworked)

Hi guys, since i have new acc i cant buy some champions cause from level i get small amount of BE, i have 25 lvl and i got only 7 champs thats awful this system should be reworked, so many people ask about change it to IP old system but who cares.
