Can we create a unskilled report again?

a unskilled report to lower someone elo so we don't have someone in S1 missing braum ults, lucains ulting behind them. this shit is getting stupid. the number of games that have a player with 15+ deaths is getting out of hand, in ranked. we need to make a way for people to not try and learn shit in rank but in normals. like hey you overly fed with rank game you must play 5 normals to return to rank... cuts down the trolls and feeders and people wanting to learn in rank.
