The conceptual part of a rework is the easiest part; it takes a lot of designers like ten minutes to come up with a new kit, then a few months to actually get it done. The difficulty with reworks in general is that they need resources from other departments; art, engineering, etc. and those other departments may not have openings.

With Warwick in particular, ZenontheStoic (who designed the teased kit) said he's trying to work with the rework team on him, but he's busy with his next champion design (he's the guy that made Azir). I think the kit didn't quite fit perfectly yet, so they're probably retooling him, but IIRC, after Tristana's update, Poppy, Taric, and Ryze are the ones that are closest to completion atm. I think Warwick, Urgot, and Yorick might be soon after that, but I'm not sure.

Probably not anywhere near done, which is why they gutted his W and R.

Reworks take awhile. They have other bigger priorities on the list at the moment such as the upcoming Trist and then Poppy.

Considering it took a year to get the rework on Evelynn which was supposed to be a priority issue, don't hold your breath. We're more likely to see the Magma Chamber or Lee Sin nerfs before that rework.

They weren't happy with how it was turning out, so they shelved it to work on other things while they tried to figure out art assets and better kit fixes.
