Tribunal system/playerbase WITH ideas!

Just curious if this will actually get into the right hands? I have been playing league now since the beginning of season 2. I watch almost all the streams and games from leagues across the game. I have watched the game develop into a really cool and fun game, sort of. Recently me and my friends have been talking and we have all noticed the same thing. A lot of our games are starting to get filled with people that are not only toxic to the community but are just downright rude and disrespectful. I am an avid gamer and I know that in the game community that there will always be these types of people. At the same time, I can't recall it ever getting to this level. I would put it on the same level as when Xbox live had their issue with minors and adults going at it over voice chat. I know that the tribunal exists and in theory I have heard that they do in fact ban people from chat or get rid of accounts or whatever their punishment is. I have not actually ever seen any of this other than the occasional chat ban. I really enjoy this game and enjoy playing it with friends but it's extremely hard to do that when I have these types of people in games. I did have an idea about what could be done and i'm sure with some personal Riot tweaking and such it could be something that gets implemented. To be honest I don't really care if it gets implemented or not, but the fact of the matter is that, there needs to be some attention shed on the subject of toxic and inappropriate players in the game.

My idea: Add a Master tier and get rid of bronze. Sort of. Instead make bronze a punishment elo. Instead make it so that during promos its possible to get placed into Silver - Plat 5. No one actually gets placed into Bronze. Unless they meet certain criteria. If the player has been reported by 10 players cumulatively (meaning over the course of 14 days he/she has been reported for relevant subjects no less than 10 times by 10 separate players) then that player will get moved to bronze. While in bronze, based on the type of infraction, they will take their punishment. Thus; if a player was reported multiple times for vulgar language and verbal abuse they would be muted and put in a division where everyone was muted. This would force them to work together because how do you get out of bronze? Well, you climb the ladder just like everyone else. Of course the cases would be reviewed on a case by case basis by the tribunal, to keep people from just repeatedly reporting high level players or streamers just to get them banned. At the end of the season or after perhaps a certain amount of time the case can be reviewed again and the potential for the player to go back to their original elo can happen. The other part of my idea would be to give rewards for people that actually participate in the tribunal system. Basically give them a reason to look over cases and decide peoples fate. To many "send him to bronze and mute him permanently" judgement can result in the tribunal reviewer to get a case submitted as well.

These are just some ideas that I have had and I really hope that they get into the right hands because in the end, this is a game. A really large game now from what it used to be, and I think that some revision on this part in particular is an area that needs attention. I don't want to quit the game by any means, but I continually find it harder and harder to play and keep a sane mind. Thank you, and I would appreciate any type of feedback on the matter!
