Way too long wait times, all around

First the obvious:

• summing all possible wait times, new champ select can take something around FIFTEEN MINUTES before game starts. 15 minutes of total wait time for a 30 minute game is clearly wrong, since some of us are not teenagers with all the waiting time they want.
• the new champ select is awesome Secondly:
• regarding wait time overall, the amount of dodging is ludicrous as of lately. is it really possible that for each attempted game start, there's at least 2 dodgers? this also sums to the total already ludicrous wait time. Put dodgers in a lower priority queue in days time, and let them play among themselves.
• game start... minions take too much to spawn and to travel into lane. The recent time reduction was well welcome, but not enough. We can't literally waste cumulative HOURS waiting for the game to actually start. Half the current wait amount'd be acceptable.
