Can IE stand by itself in a build with no other crit chance?

I'm trying to perfect my AD TF Jungle TwistedFate item set and so far my 3 core items (plus boots) are: Devoureritem 3726 , BORKitem 3153 , Wits Enditem 3091 - leaving me with two other item slots. I usually go Last Whisperitem 3035 for the armor shred and lately I like going IEitem 3031 last item unless I really need the defense, but usually I can stay safe enough in the back lines. Anyways, I have no other crit chance in my build to support IEitem 3031 . Especially now that IE is getting nerfed to only a 20% crit chance, is it worth it when you aren't buying any other crit items?

Ehh, sort of?

IE is super strong as it's own item; it's why many ADCs power spike so hard buying just that. Really though, it's just so much wasted potential towards the IE if you just stop there.

Have you considered replacing one of the on-hit items with Trinity Force? You should get similar damage from the attack speed and spellblade, more mobility, and 10% critical strike chance.

I'm not sure how well it would work, but I have seen a few Twisted Fate players building Statikk Shiv, Trinity Force, and Infinity Edge. That might be worthwhile to try out.

If it is raw auto-attack damage you search, then yes, nothing beats out IE in a single slot if you already have high enough attack speed (which you do, obviously).

The question should be more: What do I give up for building IE in that slot, especially if I don't buy more Crit? Is that worth it?

And I can't really imagine your build working out in any reasonable ELO in that regard, sorry. TF is inherently squishy, especially for his lower-than-average auto-attack range of 525.
