What is the context of these Yasuo nerfs?

I don't understand why you are nerfing Yasuo so hard. This e-change will make early levels feel extremely clunky, and the q-change will make his roams even worse. I assume that this change is in order to harm his early laning phase, but is it possible we may see compensation buffs to Yasuo (potentially to his mid game)?
