Can we deal away with scaling mana costs

And just fix mana regen so it is easier to keep track of your mana at all times in the game as every champ. I mean that was part of the reason mana pots were removed. If you let everyone deal with set mana costs and changed people to scale properly around them and give them items to regen it as well, it would be a hell of a lot easier to balance the game through mana gates.
