An Idea To Help Balance Out Shielding Supports

Add a short cast time to their shield spells. Part of the problem atm with the AC supports is that their shields can be applied at any moment, adding a short cast time (which also opens up the ability to be interrupted mid-cast) gives a window of counterplay and a little more required skill to the person using the shielding champion instead of just "press and forget". Note that this would only apply when targeting allies and not yourself, so self-casting would still be instant making any that would go mid-lane still have the ability to do so.

Right now champions like Janna and Lulu are picked so often because of the lack of counterplay added into their kits mixed with their synergy with AC, adding this short cast time will more than likely allow for good changes in the support side of the meta. Making it feel like you don't have to pick these champions every single match when you go support.
