Games are extremely unfair for lv17 players right now, fix asap please.

As we all know most of the masteries only affect like 3%5% of the champion's power, while keystone might be like 1020% or even higher of a champion's damage. And lv17 players, who doesn't have a keystone, has a very high chance of running into someone who is technically only 1 level above him, but start with actually 20% more damage/sustain/tankiness etc. This is extremely annoying, and very unfair.

Possible Solution : make players under lv17 absolutely impossible to match with players above lv17 unless they are premade, in that case match them against another premade like this.
