Anyone else feeling like often times your primary role is often ignored in draft.

As I dropped back down to silver 1 after the reset and began to re-climb the ladder I was quite happy with the percentage of primary/secondary. I would get jungle prob 70-80% of the time and whatever else I picked the other 30-20%. However, as I now approach high gold/low plat elo I find myself in the opposite situation, where I get my secondary role 70-80% of the time and my primary 20-30%. Is there a certain reason for this or am I just getting unlucky? Also do you think riot should allow you to queue up for a longer wait time in order to get the role you want?
