Why are low level players allowed to mess up 30th level games?

I am so tired of babysitting trolls and noobs in Draft games. Last game i had 3 under level 30 varying from 23 to 26 who didn't even have runes against a team of all 30th level players. Why.. is Riot's intent for good players to scream in frustration or rage quit League all together. Oh and the beauty of this is that since i know better than to rant and rave about how screwed i was in this game i try to make light of it... however i did write a huge rant when i reported the 3 players and what i got was "chat restrictions". I am sorry but i call bull...

Normals is intentionally less balanced between players. It's the for fun/practice mode. Don't like it, don't play normals.

i expect they teamed up with a lvl 30 player ..

Usually it's because they are queued with a lvl 30.

Wait until you see the skill disparity in silver elo. You'll miss the good old times.
