@Riot: counterclockwise animation for reactivatable abilities

Could you make that when you use an ability that can be reactivated (ziggs' satchel, rumble's harpoon), the ability icon get an animation similar to cooldown but counterclockwise (with maybe a timer)? It would be much more readable than a buff icon above the ability bar.
