Can dodges not be counted as losses in promo games?

I know there are games where you just gotta roll with whatever happens, but then there are games where you just can't roll with whatever happens, so dodging it because you have people trolling from champ select is the only way to go, so why is it considered worthy of a loss when the game wasn't even played?

I mean, I get it that if you did dodge, the more than likely the game was a loss, but then again.
