Players That DC During Ranked Games

So I just got done playing a solo Q game. I am in Silver 5 by the way. Mid way through the game my opposing laner rage-quit because I was skunking him. So whatever, I played on. They enemy team said the were going to FF after I got a quadra ( I was a very fed riven). Then my jungler DC's (for most of the game: Approx 30 Min) and their DC comes back (After Approx 10 Min. Long story short we end up losing because we we're down a champ.

I would like to see more discipline for people who DC during ranked queues. Especially in the lower elo's where everyone is toxic and rage quits. I feel that for people in Bronze-Silver it takes so much work to rank up and being hindered by people who just get upset doesn't make it any easier.

What about a concept where if someone DC's for an extended period of time the game gets ended as a draw but the "winning team" still get some LP. Or a ban from ranked queues for a certain amount of time?
