Poppy passive vs ranged AA. Proc items that are melee at a range

Poppy's passive lets her have an extended range auto attack that if it kills the unit it will apply the buckles shield. Right? So I have a question. Why is this extended ranged auto attack considered a melee? Procing Titanic hydra, Ravenous hydra, and relic shield? This is a ranged attack though and you can tell. But it is stated as an "Melee"

NOW the reason i ask is because i main Rakan who is "ranged" cant proc titanic or relic sheild in lane. Has to last hit like a thresh who is ranged. His Attack is a farther range than a melee but not nearly that of poppy's passive. I can't wrap my head around how Rakan who slaps them, can't proc a relic shield. Compared to Poppy throwing a belt buckle at them procin it.

I just wanna know why the passive is considered Melee as a ranged attack while champs like Rakan and Thresh can't even use those items.

Thresh we know is ranged at least but has a melee attack when right next to his target.

It's because of how they coded ranged vs melee. The flag is not on the attack, it's on the champion. A champion as a whole is considered ranged or melee. Attacks or abilities that proc onhits will count as what the champ is, regardless of the actual range of the attack.

Champs can switch between ranged or melee but the attack itself resolves as ranged or melee depending on the state of the champ at the moment of the attack dealing damage.

Here are some examples where you can take advantage of that:

As Kayle when your E expires during your attack animation, the attack will complete at the current range you are at. But when it hits, it will hit as "melee Kayle" and you will get melee effects if you have them, and you will not get ranged effects.

As Jayce, Nidalee, or Elise you can launch a ranged attack, and while the missile is in the air activate R to switch to melee. When the attack lands, it will resolve as a melee attack because the current state of the champion is melee.

I think it's technically possible for them to change it, but I don't think they've seen any compelling reasons to change it.

Under this system, Poppy would have to switch entirely to a ranged champ until her ranged attack hits, and then switch back. It would open up some weird edge cases. So the system would have to be changed to do it in a way that isn't buggy for Poppy.

Because it's a temporary ranged attack, where she has a CD for it and only lasts for 1 auto attack. While Thresh and Rakan are just ranged champions

They can't change it because it's apparently really complicated to implement in League's spaghetti code.
