A change for critical strike on mages

Change crit damage to work with spells that crit like Vladimir Q, Karthus Q, ect.

Also add in an item specifically built for mages that adds critical strike damage.

The item could add more Critical strike damage based on the amount of CDR you have. Maybe every 10% CDR your get an extra 5% increase in the damage.
