Gifting center is garbage

Anyone else feel the gifting center stops working all the time for no apparent reason ? It rarely works like it should. Most of the time it says server error or something like that. And whats the point of buying RP to send to someone if i already have RP to send ? Why cant i gift RP that i already paid for ?
