I think Viktor'sViktor passive needs to be reworked as it is Kha'ZixKhazix Ultimate passive but as a whole ability expect for two parts of one. With Viktor's passive you start the game with the item 3200 Prototype Hex Core item Prototype Hex Core: Grants 1 - 18 (based on level) ability power and 10 - 180 (based on level) mana and you can upgrade it to Perfect Hex Core item item 3198 Perfect Hex Core: Grants 10 - 180 (based on level) ability power and 25 - 450 (based on level) mana for 3000k gold. Now this part I do like as you get a free item and also increase your ap and mana however this feels lackluster to the other abilities in the game . Now with the upgrades they feel weak in the current meta as the only real worth wild upgrade is to his E Death Ray as it adds 20 / 60 / 100 / 140 / 180 (+ 70% AP) to the ability if they are hit by the second wave of damage and all game this is a solid ability but the other upgrade are just kind of there. His Q gives you : Viktor instantly gains 30% bonus movement speed for 2.5 seconds after using Siphon Power, while also increasing the shield's value by 60%, up to 12.8% of his maximum mana (+ 24% AP) and this only recently this patch 8.3 gave the increase to the shield value. With Kha'Zix evolving an ability feels like an ability is being evolved. His Q gets him increase range and his basic range 50 and a 45% cd increase if Isolated, his W shoots three spikes and slows by 80%, his E resets with kill/assist, and his ult gives him 3 seconds in a brush and up to 1.5 seconds after exiting the brush (10 second per brush cooldown). I think that maybe his ult should be a two part ability with the Prototype Hex core and maybe access to his Special Arsenal of Hextech devices. He could have a shield to his turret that scales 40% of his AP, a companion like Yoric/Annie, a vision trinket that was that didn't take up a ward slot. With these items either they take up an item slot or a unique slot just for him and maybe cost gold or increase the gold he needs to put into his Perfect Core. I would love to hear some thoughts on this so please comment below.

As a long time Viktor fan, I think his passive and the way it interacts with his kit could use some work. As it sits currently, the first upgrade to the passive item is one of the most important to Viktor yet also incredibly expensive. 1350 to buy a core item early on and if you don’t got that mark by the first back there are no components to pick up. As for how the passive upgrades his abilities I like what they did for his Q and E is alright. W while lackluster is a cohesive ability that helps his E and Ult hit more people. The one I think could use some work is his Ult. I mean it’s called Chaos Storm but it’s not very stormy. Maybe make it so the Ult is actually more useful as a Dot ability with all enemies inside taking constant damage and then when upgraded they are slowed. Would help relieve some of Viktors reliance on Rylais for the slow.
