Fixing Celerity: Remove Adaptive Stats, Restore to 3% MS

Currently, only champions with significant movement speed (Hecarim, Karma, etc.) take Celerity. They not only gain movement speed, but it offers synergy with movement speed by providing additional damage. Most champions (especially those in the sorcery tree - such as mages) do not take it because the movement speed is very low (base MS of ~350 + 45 MS from most boots yields ~6 MS bonus) and the damage is low (at ~45 + 6 MS from boots and Celerity, the buff is ~2AD). The utulity of Celerity is unclear - is it a MS rune or a damage rune?

Since there is already a damage rune in the same row in the sorcery tree, decouple the MS buff from the damage buff while increasing the MS back to 2% or 2.5%. This makes the identity of the rune clear and allows champions other than the aforementioned champions to use the rune. If this would severely harm those champions, buff their base damage.
