Umm... Dragon has uncapped percent health damage.. So if you play Mordekaiser and kill dragon and run straight to baron, dragon does over a thousand damage a hit and tanks the damage so you can solo baron with like one item.. Was this intentional?

No it doesnt.

Early Baron with Mord's dragon is intended though
