Ashe ult should have a freeze visual effect like Sejuani's ult.

You're underthinking this, it's better clarity as well. The only thing you have to go on if you get stunned by Ashe is that you can't move and you have a long ass CC timer above your head. With Sej and Lissandra, you are visually frozen.

Having you be encased in solid ice when you're stunned, and having a snowflake CC trail when you're just under frost shot is great clarity.

The arrows themselves are not magical, they're just icy and cold.

Ashe's ult stuns due to the impact and shattering of the arrow, it doesn't sap heat from the area or produce a liquid that freezes. This is also why it only stuns and damages one target instead of in an AoE.

No, Ashe cannot have her R be an AoE, it is already incredibly strong.

In the Official Cinematic trailer (the very first one) Ashe shot an arrow that hit Warwick and encased him completely in ice. I don't see why this visual effect can't be redone in the game when she hits someone with her ult.

It was like that in the beta, then they removed it and we've been stuck with the generic Stun animation effect ever since. When Sejuani got the "block of ice" treatment, I knew Ashe was never getting hers back.
